Can a faulty MISP1903CIM board cause imaging artifacts?

A: Yes. If the filtering capacitors on this regulator board degrade or leak over time, they lose their ability to smooth out voltage ripples. This introduces electrical noise into the analog frontend (transducer pulsing circuitry), resulting in diagonal lines, static, or snow-like artifacts on the B-mode or Doppler display.
